HUD and the Department of Justice have published Joint Statements giving guidance on how elements of Fair Housing laws dealing with Disability Discrimination are to be interpreted.  These are understandable explanations on how the law works with extensive Q & A sections.  These are excellent publications  Here are links to the three of them:

Joint Statement on Reasonable Accommodations.  This explains the duty to make exceptions to rules and policies to accommodate people with disabilities.

Joint Statement on Reasonable Modifications.  This explains the duty to allow residents to make physical changes to the premises to accommodate their disabilities.

Joint Statement on Design and Construction Requirements.  This explains the design and construction requirements for residential housing built after 1991 and also how ADA requirements may impact residential construction.

Here is a HUD publication on reasonable accommodations for animals under the ADA and the Fair Housing Act.  Note that the rules are entirely different.  Service Animals and Assistance Animals for People with Disabilities

Here is a HUD publication on use of criminal background criteria under Fair Housing Laws. Application of Fair Housing Act Standards to the Use of Criminal Records by Providers of Housing and Real Estate-Related Transactions.
